There is stained glass window film. It is the quickest way to achieve this. But if you are adventurous - there are kits.
They sell film that just sticks on similar to contact paper. Google it!
Run to Michael's quickly! They have a product that will produce the look of textured glass,I think it's called Glass Gallery. I'll be you can add either food coloring or acrylic paint to change the color. Best of luck.

The peel and stick stuff is easy to find on Amazon. Get a good exacto knife to cut it if you plan on doing shapes. Good luck!
