Squirrels do not like the smell of irish spring soap (the original) .You can grate it with potato peeler around the pavers to keep them away.
I know this would be a hassle to redo, but you could lay chicken wire down under the pavers and also add a foot or so on the border of your pavers to deter them from digging. Of course you would want to get the smallest square wire so they cannot dig through.
