I would call local nurseries and landscape services in your area and see if they could come and dig up your privet bush. Seems a shame to destroy a healthy plant like this if there is a way to save it. Plus...if you manage to poison it, you will likely still want to have it dug up and removed. Hope this helps.
If it is grows on your side then trim it but killing it if it belongs to your neighbor is not very good neighbor behavior..also you might talk to them about taking it out and replacing with some new and not as big. Offer to help keeping friends with neighbors is way more important than a bush. Good Luck remember more bees attracted to honey rather than vinegar.
Maybe if both parties work to solve the issue. Maybe it could be trimmed so you can see over the shrub.
This is definitely something you have a right to complain about. If the neighbor neglects trimming, offer to keep it trimmed back to where you can see past it.
Trim it on an angle so the lowest part is by the end of your driveway.
I have seen large mirrors mounted in driveways.
