be careful...I planted hostas....they were promptly removed by the cementary caretaker....the cementary has rules regarding plants because they interfere with mowing...each cementary has their own rules

Geranium s work great, we use them in our stone, but yes make sure the cemetery allows them.
I was also going to say to check with the cemetery to make sure live plants are okay. Where I live they only want you to use artificial flowers. Some of them have permanent vases where you can put fresh flowers but obviously, those won't last. Some people do use artificial flowers in the vases though. Good luck.
if the cemetary allows it, sedum is wonderful. Doesn't need much water and has lovely pink flowers in early summer.
