Cedar.

I don't know if its the best or most affordable wood for a closet, but I hope you include some cedar in your plans. Aromatic and a moth repellant, people add even a small block of cedar to their closet to make it nicer! I also heard of buying cedar wood lining to put inside a closet. have fun!
Pine is the cheapest. Paint, stain, or leave natural.
I'm partial to Cedar because of the smell - but pine is a thriftier choice and also a great option!

In my opinion white cedar is the best wood for this type of project. It is easy to work with, looks good and has all the same moth/bug repellent roperties as red cedar.
