what is the wood made of?
I personally would close that wall (it is too busy), but if you need the light or feel it would be too closed off, you could put iron spindles, with subtle details, glass block, shelves (if your building code will allow it), glass. It depends if you have children too. The current spindles look too far apart, so an easier solution may be to infill with more strips, and stain the wood another colour or paint it. The flat handrail on the back wall IMO, is the most dated part. Perhaps you could replace it with a more traditional/classic style, or paint it out to make it less obvious.
I think I would remove the vertical slats and sheetrock the top portion of the stairwell, leaving the bottom portion open. You could always paint them to lighten them up and add some decorative mouldings to the portion facing into the room.
paint the railing and spindles
Painting would be quick easy update without construction. It would make huge difference
You could drywall over the area to create a flat wall for your TV and a small closet area for underneath the stairs.
Iron is fashionable mow especially with twisted shapes like branches or fleur-de-lis design
