Pack a picnic?? He may be dropping a hint...a little wine, some cheese, fruit, bread, maybe? Do you intent to use it as décor? It seems like a nice, sturdy basket, close it and stand it on it's side for the textural design of the wicker. Hang some fish shaped tags from the handles in a group as if they were all caught together. Have fun! Nice basket! Nice hubby!
Fix a piece of wood under it then buy and fix some table legs to base and use it for a storage table. Could be painted to match décor. Use in bathroom or use as a sewing basket or small table and magazine storage.

I am currently transforming a picnic basket similar to yours I found at the thrift store.
Spray paint the entire basket (white or teal or whatever inspires you) outside and inside and let dry.
Modge podge (you can make your own with water and school glue that dries clear) decorative napkins (the top decorative layer) in a nautical theme (you can find at dollar stores) onto the exterior. Then coat the entire napkin covered basket with more modge podge.
You can glue on embellishments to go with your theme. Line your basket with placemats and fill with plastic or paper picnic items in coordinated colors.

I had a basket like that that my husband gave to me as well.. I took the fabric out and planted some daisies in it for my front porch!
I took all the lining out and use it by my back door to store my yard sneakers and flip flops....neatly out of sight.
I agree with Ficher. Pack a picnic and plant one on that husband of yours😘 . Though maybe not your ideal gift, at least he's thought of you.
I know that the glass would protect the basket top and would be more useful as a extra table top, but I would be worried that it wouldn't be as practical and potentially​ dangerous to keep lifting it to be a able to get into the basket. A more suitable thing would be to buy a nice wooden tray to rest on top.
