I would vacuum with the upholstery attachment, then freshen up the paint with a sprayer. If you take the popcorn off, you are likely to find less than perfect ceilings

My father is a total work horse. I remember him scraping it off and texture painted.
I give mine a good vacuuming now and then.
Don't let anyone smoke indoors and get a good kitchen fan/vent to prevent yellowing.

spray with warm water and scrape off popcorn. It will leave a nice texture, but will not collect all the dust and cobwebs.
I would recommend removing it. However, if it quite old you might want to consider professional removal due to the potential asbestos issue.
I used a tool that is designed to take off wallpaper. I would step back and see what still needed work. I got the popcorn off in about 4 hours. It left a texture that I liked. I gave it 2 coats of paint and it looked great. You would never know that there was popcorn. In the guest room, somebody had painted over the popcorn. Took me three days to get that off and I did not like the finish when I was done. Oh and my popcorn ceiling had glitter sprinkles in it. UGH. Home Depot calls it a "Wallpaper Chomp",
