How about having a small indoor garden with indoor plants that like full to part sun, and have them near the window or doorway leading out to the patio? Maybe you could even figure out how to place a full length mirror in the room to reflect more sunlight to the room and plants.
What? No plants on your balcony? I guess they don't want to injure people below if something falls off the balcony. I would just have as many houseplants as you wish.
You could grow an indoor herb garden instead?
