I have some on hangers, and the out of season ones rolled neatly in a xerox paper box in the closet.
I hang mind on pant hangers - the ones that have the no-slick rubber or foam surfaces.
Hang a nice looking curtain rod on a wall that Ned's a pop of color, then drape your shawls and scarves along the rod. I did this in my bedroom, and it looks really nice and is handy.
If you are talking shawls and not scarfs... for me the best way to hang them would be not to hang them at all but fold them neatly into a nice basket. Shawls, especially hand-knit ones can become stretched if hung.
Peg hooks in the side of the closet may help!
If they are true shawls I agree with Ethel. But if they are more like a pashmina you can grab some shower curtain rings from the dollar store and glue or wire them to the inside triangle of a hanger and slip them through the rings and hang.
