Yes - there are multiple reasons. More information is really needed.
Weather, water, soil, sunlight, temperature - all are important factors in growing tomatoes.
They also are large feeders and do need calcium.
They need at least 6 hours of sunlight.
Deep watering is better than a cup a day.

This spring has been even cooler and rainier where I live, and my tomato plants have been just sitting, no flowers yet. Last year they were significantly larger and producing flowers by now. Sometimes, the weather really is a factor.
They need lots of sun and I use Jobe's tomato spikes fertilizer.
Make sure they have optimal sunlight!
Fertilize them according to Manufacturer's recommendations.
