As a professional Designer I have used many kinds of paint. The best for this is milk paint.It comes in powder form and mixes with water but it will create excellent coverage and durability for stairs.

Just for clarification , are you asking for a rail that is safe and affordable ? Or paint ? The others responded with painting suggestions but I read "rail cheap but safe."
Sand and wood stain will really make a difference!!
Sand tops then stain or paint. Paint boot kicks with washable white paint. This is my stairs redone.
I love these old stairs! I would paint the risers (the fronts) and then leave the steps natural wood color. That will give you a nice contrast, and modernize them and clean them up a bit.
