double stick tape will work, or use a glue gun.
I agree with Norris720. I have an old sander just like yours. Can't seem to part with it. I buy regular sheets of sandpaper cut my own discs and use double stick carpet tape to fasten them to the sander. Don't use the 5 1/2" discs. The 1/2" hangover will gouge and grab the wood causing the paper to tear. I KNOW! I do have have a 5 1/2 hook and loop sander but you can never have enough tools
Buy some hook and loop pads in a craft shop glue the hook part on the sander with super glue then you can get regular sanding pads much more secure than double sided tape hope this helps
