It looks like either the ceiling was not prepared before it was painted or you have a water leak. If the ceiling wasn't prepared properly, scrape the paint off and then sand the entire ceiling, then repaint.
We live in Florida and purchased the house. Now we see this patio pilling all over. And wanted to know what is the correct material to replace.
I would say to scrape/sand off the paint and then attach styrofoam ceiling tiles. They come in awesome designs. I'm pretty sure Home Depot carries them.
Just make sure the ceiling tiles are water proof or you'll have mold/mildew issues. Scrape and use Kilz which eliminates mold. Then paint or use ceiling tiles. You'll have to coat the tiles as they will give way the moisture as it's exposed to elements. Scrub with Lysol at change of seasons to keep fresh & clean😎

It sounds like it just wasn't prepped properly to start with & that's why it's peeling
Before gluing anything scrape down all of the peeling paint. If you don't do that step the tiles you glue up will just fall down with the peeling paint.
