Not unusual at all for them not to bloom for the first couple of years. However, once they start blooming, it keeps multiplying year after year. Also, I hope you planted them where they get a LOT of sun.
It can take a few years for blooms. If you want it to get bigger, don't prune anything off it unless it is dead in the spring, this also guarantees that you are not pruning off the stems that will produce the blooms.

Yes that is a lilac! Might be a dwarf since it does not look very tall from the pic i looked at. They stay about 6 feet tall and are much less maintenance!

Could also be a Smoke bush. Take a leaf to the green house. They will glad to identify it for you.
