Pavers, but they get hot, you will need some shade.
I'd say a plastic tarp but, canvas would be more durable or even find a military tent or tarp at your local military surplus store. Those are treated to resist water and the elements.
I you go cheapest you'll be fighting weeds and disappointment. Add a little money-go with pavers and ground cover that you can plant in between.
