Try Malaga nite sold in Lowes, Home Depot. It is a fertilizer but works well if you put it in area around plants in spring before they form their trails of restaurants...they avoid those areas with maloganite and don’t get used to eating there. You y have to use a couple of applications. My friend in Jersey used it around host as that lined her driveway. The deer would demolish them every year until she tried this in early spring.
