Geraniums might work. They are hardy, will live in almost any soil, drought tolerent, and can take a beating.

if you plat around your a/c make sure you keep about 2 feet between the plants and the unit, it needs lots of air flow to run well
I live in Buffalo NY and I get alot of light.
This is a condo and right now there is soil around the a/c.

By eliminating "shrubs" you will not be able to find a year round plant that will survive and NY winter. There are dwarf shrubs and low growing shrubs that will work. Pines and junipers will survive.
Ornamental grasses or dwarf evergreens. Check with your local nurseries.
