Perhaps using a small 'pup' tent (forgive the pun, though intended:) would be an option, especially if it were adequately reinforced. The entrance and window flaps could remain open for access and air circulation. The tent material is light and breathable. If the tent came with equipped with a rain tarp, that would serve the intended purpose (to help keep the tent dry, though I'm not sure if rain protection is of great concern in Arizona) but also provide the interior of the tent with some shade from the sun.
Look on Pinterest. There are a lot of them. I would also incorporate a water system by purchasing a hose with tiny holes in it that produces mist.
If you start with a Cooleroo bed (available at Chewy.com) You could use pvc pipe to create a canopy support, then add any fabric you like. The dogs will be off the ground with air circulating under them and have the shade to protect them for the sun. A large is very LARGE and will accommodate all of your little ones, unless they don't like to share;)
Do you have electricity available? Az sun is hot! Anything you construct would need at least a fan to blow the hot air around as without some sort of mini air conditioner I do not know how to build anything that would be cool enough?
I planned on taping small fans run by batteries.
Think of children's small play houses, or join some igloo homes together, or a small train with cars for each one if they need separate housing, The photo shows larger dogs, but smaller dogs could share. For Arizona consider windows for cross drafts on warmer
