have you tried double-sided carpet tape? Or perhaps a carpet to carpet underlayment?
You can buy non slip rug grippers that go under your area rug. One kind is called Anchor Stay. Some look like waffle weave rubber. They come packaged in all sizes.
You can buy a nonskid backing to put on under it just as if it were on a wood floor , same principle .
You can use carpet tape or the underlayment or mesh that goes underneath

Remove and replace with a padding, good carpet.
They make a carpet web tape for carpet to carpet adhesion about 3 inches wide, for my mom and a few client, I put a piece the length of the rug width on each end. Fold end over so tape doesn't stick, put one end down and rug your foot over the rug to get it to stick, then smooth the rug out to the other side and fold down your next taped end, and rub foot over to get it to stick. I get it at Bi-Mart home store in the rug area, but I've gotten it at True Value too.
I have used silicon, by using a gun and trying the rug over and apply long silicone lines and after drying it prevent the rug from bunching and moving, here's my rug😉

It sounds as though you have wall to wall carpeting installed. If that is the case you will need to have it restretched by a pro or handyman who has the carpet stretching tools. They stretch the carpet tighter and then cut off the extra bit around the outside.
