If it is tarnishing, I would believe it is silver or has a silver coating over another metal. I would be cautious about using anything harsh on it if it is just a sliver coating. Any silver polish will do and if done correctly will leave a protective coating to keep it from tarnishing right away.

My mom used to paint with clear nail polish. Worked to a certain extent.
