I have read that you can spray it with water (in spray bottle) than you take a putty knife or ice scraper to scrap it off. It's messy as heck but very doable.
if you have an airless paint sprayer, 1. Spray hot water in a 4ft. Square area. 2. Use a wide stiff bladed drywall knife and scrape the popcorn off onto a tarp that you have installed in the beginning.. ;) 3. Repeat # 1 & 2 until all popcorn is gone. It's not fun but not too tough either. There are special tools with wide knives you can buy, and you can stand on the floor and scrape holding the longer handled knife. It's easier than on a stool or ladder.
ive used an ice scraper, but the blade was only 5" wide and it was heavy. But the blade has to be stiff to peal the popcorn off, experiment with the proper amount of water, and how long you have to wait till it soften.
