Did you put Dawn in with the apple cider vinegar ? The apple cider vinegar attracts them, but the Dawn disolves the exoskeleton and kills them .
Apple cider vinegar will work with fruit flies so if you are not dealing with fruit flies then another method should be used. If you do have fruit flies, put the apple cider vinegar in a bottle with a very small opening and a drop of dish soap. The flies are attracted to the vinegar but won't be able to get back out of the small opening and soap on the surface of the vinegar will be more likely to trap them there. You might be dealing with midges or white flies. If the flies are contained to the space around your sliders you can also vacuum them up. This is a method that also works for other bugs that you might find gathering on and around your home. Just be sure to empty the vac into a plastic bag, seal and dispose.

You might want to try using a Zip Lock filled half way with water and then placing a couple of pennies in it.. I use this method in my barn where flies are really bad and it works if I can keep my donkeys from messing with it.
You want to get rid of these flying gnats around your window, you can apply some techniques like setting up a trap or using sprays. Make a trap using things that attract them. If you found them breeding, you should buy a specialized spray to stop them.
Once you’ve killed them, make sure they won't come back. Clean the trees they like around your window. And dispose the sources of their food.
