I know that 'refreshing' the color or even slightly changing it can be don. However, I don't think it is regular paint. I lived on an Army base in historic housing while they were putting in new windows and "painting" the old homes. First they cleaned them, then repaired cracks. Maybe a week or two went by and then they applied the 'tint' with a spray arm. They taped up all the doors and windows and it didn't really take long. They were a sort of light but warm khaki. They said that Stucco was a breather- so no regular paint.
You can paint stucco. Just use a good brand paint or you will be painting it every couple of years.
Of course you can paint stucco! They must be misinformed or there may be some reason, i.e. not cured yet, i.e. a fresh stucco job. Here are a couple links for you! Happy painting!

Seal it first- to many people skip this and end up with needing to clean off and re-do there walls almost every year. The walls are porous and unless you seal it the paint keeps on disappearing in, and will pick up algee. You only ever need to Seal it once and then apply colour, you will probably never have to do it again unless you decide to change the colour..............

I just saw an episode of property brothers where they had stucco repaired and painted professionally and it was lovely when done. They did the repairs first (there were cracks) and then spray painted the stucco. It looked new when done.
