My question as I watched these grandparents was always, "Why are you sweeping your yards, and why is there no grass around your house?" We have grass around ours.
I always start with dawn dish soap or vinegar.

A pressure washer works great on cleaning concrete.
Chlorine bleach and water.
Use a pressure washer and if the stain doesn't come off, spray the stain with a mixture of Clorox and water, let it sit for a minute, and spray off.
Might be a bacteria, if it is use TSP Trisodium Phosphate

Power washer
I have the same problem, I live near a busy street, I think it's from pollution, or the sun doesn't shine on the patio. Power wash it, and paint it. Go to Homedepot or Lowe's and they have several colors in which to choose from. You can use a roller to paint it on. Good Luck!
