I believe it is a tree peony.
It is a Rhododendron Macrophyllum (Coastal Rhododendron). The photographer of this scene, (and owner of the garden), Majorie Wallace, says: "I have photographed this scene at most seasons of the year, but I think that Springtime is certainly the very best when the Rhododendrons bloom. In Washington State, the Coastal Rhododendron is our state flower. This hybrid Rhodie was blooming the end of May."
