Of course you can make your own from a trellis and a long rectangular pot. If your not the green thumb type, go to Dollar Tree and buy a bunch of fake ivy and flowers to put on it.

You could make something like this with either a trellis piece or using pallet wood if you're handy!
Check with your community board and find out if the neighbors got a construction permit for their balcony. Also find out what your local building codes are and if they were followed during the construction. Also what are the easements in your area. That close does not sound legitimate. They can be forced to take it down if any of the laws were not followed. Good luck.
Hello Ebrooks; Your balcony issue made me smile.
While I was staying in Japan, for several months; I lived in a tiny Studio Apt.
It was not typical, ( for Americans) as it was basically one small open room.
Aside from that, I had a tiny balcony. The neighbors balcony had a stacking washer/dryer for my view.(Most balcony's in Asia are like this!!)
My balcony was large enough for two tiny chairs. I placed a small trellis in a large pot, on my balcony, facing the washer/dryer and I grew some beautiful plants on it while I was there. (It is still there and thriving!)
The upside to this was that I quickly met my neighbors, became great Friends, and I also had wildlife coming to my balcony daily, since I had plants.
Making a trellis type of plant holder is easy, and you will enjoy the fresh plants that you grow.

You can put a trellis up, either an inexpensive or high dollar one depending on what your budget allows. Pinterest has great ideas and so does this site for creating your own.
