If its fabric, a fabric paint should work. I don't know how well it would stand up to the elements, but it withstands being washed, so maybe just a lot of direct sun might be an issue
Honestly, I might consider using a thin coat of artist acrylic. If its thin it should absorb into the fabric, and not peel. And it should withstand the sun for some time. I used them on my front door, its a west facing door and the sun beats on for most of the day, and its lasted 11 years with virtually no fading. But it doesn't get wet, so maybe a combination of the two might be a consideration. But there is such a variety of colors it might be worth the try.
