You could add insulation and drywall, (DriCore, or similar subfloor and) carpeting, acoustic tiles on ceiling if unfinished, curtains in the window. There are many plug-in electric fireplaces/"wood stoves".
Dri Core or other similar prducts, warm up the floor even more.

I agree with B.Enne. Insulation is so important in keeping a space warm (or cool in the summer). Rugs will help keep feet warm. Space heater works great too.
I would suggest getting a humidifier. If you raise the humidity it will make it feel warmer, just like it does in the summer when the humidity goes up, or the house feels warmer when you boil something in the kitchen like pasta.
I disagree with above .... a humid basement is an invitation to mold, mildew problems.
I would put down a laminate floor with proper underlayment for a concrete basement floor. Then I would install rigid insulation, its moisture resistant and you can install yourself. Then figure out some kind of wall covering.

Try to purchase a portable heater. Measure the room, and this will let you know what heating type you need. Don't buy a cheap one, waste of money. They run from $ 250-499. Homedepot or Lowe's has them. It's that time of year, so look for a presale and get a discount. You can roll your heater anywhere and plug it in. Check the features, some have many, some few. Keep it clean, and it will last a long time. They can run for hours. Good Luck!
You can try insulating your windows (there are posts here: Home and Garden DIY Ideas | Hometalk) or you can add a portable heater. That's what I use since I spend so much time in the basement sewing.
