Looks like Blue Juniper. Like Janet said the weeds will have to be pulled.
Just pull the weeds. The idea of a creeping blue rug juniper is to keep weeds down. It shouldn't b too difficult. Really lovely specimen.
It is blue juniper. If you diligently start pulling the weeds out as soon as you see them, they will die away since no seeds are sewn.
I ditto the others on the shrub type. Pull the weeds but buy some Preen and sprinkle it over the shrubs. It will kill the weed seeds therefore keeping your weed problem to a minimum
I have juniper bushes like yours. I planted mine on a slope to help with erosion. They fill out fairly fast and always look green.
