Rustoleum Fusion is a spray paint made for plastics, you can find it at Home Depot.
Kylon spray paint for plastic is an excellent vinyl paint - really holds the color, and long lasting. Spray paint is easy to apply too.
Buy PPG Porter Paints, Acrishield. The fence should be cleanish and dry. IF there are places that are torn or rough, it would be best to sand it some. But that will work!!!
Rustoleum Fusion paint is made for plastics and adheres great.

Several manufacturers, such as KRYLON, now offer an outdoor furniture/plastic furniture paint. It has super bonding qualities as most usually etch the surface being painted. Available at WalMart and elsewhere.

Well, primer is generally almost always good to prepare a surface for paint, BUT AcriShield IS both paint and primer.
