my vinyl shutters are screwed into the siding, you should be able to just unscrew them. If you are changing the color, prime with Zinsser and use an acrylic paint for outdoor use.

How to Clean, Prep, and Paint Vinyl Shutters
you may not need to paint them unless you don't like the color. There is a product called Rejuvenate that you can get at HD. It cleans the shutters and returns the color back to original before it got weather faded.
Hello Debbielynne, First unscrew and remove them from your house. Then clean them real good. There is a paint made especially for this purpose. I'm not sure who manufactures the paint. I recommend spraying the paint on to the shutters. Then re-attach them to the house. FYI, mark the shutters so that you will know what window they came from. That way you will know how to return them to the exact same place they came from. Hope this helps you. Good luck.
