Have you considered talking to your neighbour about the problems you are having? They may be totally unaware they are causing distress.
You may need to invest in blackout curtains.
I have the very same problem but I love my California shutters. I am contemplating mounting an iron rod above the window and hanging drapes I can pull across at night. I buy the metal rings that have a clip (on each ring) then many times, I have great luck buying sheets to clip up as curtains! No sewing; no work; and cheap!! Buy two doubles or Queen sheets or whatever according to your window size.
IF one layer of sheets doesn't make the room dark enough, buy another set and clip on top of the first set. Bingo ... you now have LINED curtains!! How easy is that!!
Both John and Sandra's ideas are right-on. There are roller blinds made specifically for room darkening. The blinds can be hung beneath the louvered blinds and pulled down at night; they wouldn't be visible in the home or at the street.
Perhaps your neighbor would adjust the light so it wouldn't be so intrusive. Ask him nicely
