I believe your standpipe is too short. I think it should be closer to the height of your washer.

try to refinish the sink and maybe buy some nice wooden planks or some other kind of decor that you can put in front of the pipes
or just paint the pipes funky colors and go original!
You have electrical plugs, chord, rust, grimy pipes, and open water very close together. Yikes, besides being a mess, this is not safe!
The old cheap laundry tub besides being a space hog, is too worn out and stained to try to save for continued laundry room use. Take it out, get a new piece of laminate countertop (available for purchase in standard lengths) and a new stainless steel sink. With luck you will be able to continue to use the same faucet.
I would suggest getting a plumber to see if they can streamline the setup of the pipes at a cost that would meet your budget.
Then mount the counter top on the wall at a height that covers the pipes and all the electrical functions.
I would start by painting the walls a fresh new color to brighten up the area a bit. Use something fun like an aqua to give it a bit of personality. Then, remove the two open shelves and add a couple of upper cabinets...preferably white. Find these at a thrift shop or on Craigslist to save money. This will help get rid of the cluttered look of the open shelves. Next, get rid of the pipe covers. They are in pretty bad shape at this point. Paint the pipes to blend in with the wall, and then add new pipe insulation (usually very cheap at your local home center. You could even consider using foam pool noodles if you want a fun bright color). Tidy and clean everything up as well as you can....add a cute rug that coordinates with your new colors...and BOOM...cute new laundry room!
Maybe you can cover the pipes and give it all a fresh coat of paint!

Everyone has great suggestions. I'd start with unplugging all electrical, CLEAN and then paint everything high gloss white! The high gloss is for easy cleaning and to brighten up the small space. A new utility tub would be a great addition if it's in the budget. The hot/cold water hoses are exceptionally long and twisted and the waste pipe is very short. Looks like there's some foam pipe insulation there. If you are handy you can do this and save yourself some money. Seriously, you CAN do this. You know best what you want and how you want it to look. Visit your local home improvement stores for discounted paint, check with your local plumbing company for advice regarding the piping, and possibly look at folding lattice screen to hide all the pipes. IF everything is painted the same color it won't be so noticeable. Best of luck.
Apart from ripping the entire thing out and starting again e.g. checking the electric's is up to code etc (is critical anyway) I would suggest getting a building / home handy man in to build a small false wall to cover all the pipes etc you may lose a small amount of space behind your washing machine but I think it will be well worth it. I would then add some storage to area above the sink / washer - possibly shelves where you can place storage containers or actual cupboards. Then a fresh coat of paint and the room will look completely different.
