hanging baskets on the railing is always a great way to pretty it up and take little space away from the balcony. Also, potted topiaries that are tall and thinner. If you have furniture out there you can paint it, and/or re-cushion.
Pots! Plants in pots! Los of them. And a rocking chair or two with a small table between.
Start by buying 1or2 plants for the corners, 2 chairs and a small table, a bistro set. Wrap the railing with some fake foilage, such as a string of leaves with berries, and acorns. Put some small item on the table. Buy some cushions for the chairs, maybe a little small table cloth. You don't say where you live, east, west, north or south. Decorate according to the season and the holidays. Good Luck!

Pick up a pair of inexpensive wood chairs at a thrift shop (sometimes curbside!) and a small table. Paint them in a bright color for a start. Then a mall stand or table for plants - follow thru with the bright color in flower pots etc. Between the flower pots, sit a gnome of other yard ornament for a bit of a surprise. If allowed, you can place some fun outside decorations o the wall. If covered add some candles and such!
