There are some specially paints that are made to seal basement walls, check with your local paint store or paint department.... If the dampness continues you may have to address the moisture issues by waterproofing the outside walls... check with a professional about this

We have a have a very old house, partially finished basement. Most of our basement is cement plaster over brick, and has a few small basement type windows. One of the window wells had a lot of vegetation that died in it, and composted, making the level of the dirt higher than the window. Which subsequently rotted. Then we had an end cap to a gutter get damaged in a storm, and water literally poured into that window well, then into our basement. We don't have a drainage system down there, since it is so old, so we had to pump the water out. Of course, between the wet and 50-60 degree temp we got musty mildewy walls. We figured out why the water was in the basement and fixed that, then got a dehumidifier we hooked up to the condensation pump for our a/c and it keeps it about 40% humidity and no more musty smell and damn walls.

Basically, see if there is water leaking somewhere. Then fix that issue, if there is. Either way, a dehumidifier is a benefit. As soon as we started running it the a/c seemed to work much better cooling the house.

If it doesn't have a window or means of air circulation, you would need to fix that.

If it is to be used to live in, then it would need to be Tanked................
