There are fertilizer systems that go according to the time of year, You would start with the fall on and in the spring use that one (usually a weed and feed), etc. You can find them at home improvement stores in the yard and garden section, I'm sure that even stores like WalMart even sell them.
Try a "Weed and Feed Fertilizer" in the Spring, maybe sometime in April before the hot sun arrives. Try retraining your puppies to go elsewhere.
