Snakes may be able to climb fences. When we lived in Florida they would go up the power poles and commit suicide on the transformers.
To be honest I haven't heard of a way to keep snakes out. I live in Tn and we have also had them climb up the pole to the transformer to get out of the wet and they were electrocuted and stopped out power for about 2 hours
Throw moth balls around. Some people eat them (the snakes)!
