You can buy small potted herbs at the big box stores. I have some on my kitchen window sill. Just be sure that you have them in suitable light (they come with care instructions). Also you will want to be sure you have a tray or saucer under them to protect your window sill or where ever you decide to place them. Don't forget to water as directed! You can pinch off the leaves as you need them and cut the stems back when they get too leggy. Use an organic fertilizer for happy plants!
See if this helps you out.

Good Luck Annie :) Thanks for asking HOMETALK how to grow an herb garden in your apartment :)
I've done kitchen window sill herb gardens in pots, in mason jars, or if you have a deck, you can do container gardening or do a verticle recyled soda bottle garden, check on YouTube for many videos.
you need a good location for them. in summer, a widow is good, come winter.. not so good at least here in iowa. plants need at least 60 degrees or better to grow, and a good 6-8 hours of light. to supplement the light look for light bulbs that say "daylight". if you choose mason jars....and your plants croak...label the jar as for crafts only. the dirt can cause micro scratches and ruin your home canned product. it wasnt fun dumping out 48 jars of moldy tomatoes.
Do you have a sunny spot? They like to have 4+ hours of sunlight. And a few more things: https://bonnieplants.com/library/how-to-grow-herbs-indoors/
