BT is (and forgive the spelling) Bacillus Thurengensis, which is a naturally occurring bacteria harmless to beneficial insects but deadly to mosquitoes. are sold under the name "Mosquito Dunks" and are available at most big-box stores.
I know that sage repels mosquitoes but I don't know if adding it to a rain barrel works. Mosquito covers are sold but I don't know how trustworthy. Keeping a cover on the barrel when it is not raining is also a preventative. Legionnaires Disease has been known to occur from drinking out of rain barrels. Nature has it's ups and downs.
Can't remember what they are called but there are some biscuits you add to the water for that. Dunks or something. Garden or pond forums would have it.
First, you should always have a screened cover on the barrel. until you can get that, you can use kitchen detergent, like blue dawn. adding some should help stop the breeding and will not hurt your grass or flowers.
