a piece of plywood over it would be inexpensive.
Support the seat from underneath using upholstery webbing, place a piece of wood underneath spanning the frame. Put thick foam on the top, wrap with batting and cover. For the back, you could keep the caning in place (if it's in good shape) to use as your support for the foam/material or again use the upholstery webbing provide support
I agree with Debbie, But you could try to re-cane it or have it done for you if it is an heirloom......
