If you want to restore this I would not strip or sand. If you want to totally refinish then yes or you could use chalk paint... but this is so pretty it would be a shame. Have you tried to touch up with a restore product?

If you chalk paint it, there is actually basically NO prep! Easy peasy.
I've used a furniture repair marker. You can purchase different colors at a Home Depot or Lowe's. Works great!
You can turn it over and use any medium you want to recover them. But if you want something a bit "unconventional", here are a couple ways to go. Ever think of pennies and pebbles? Well now you might!
