Try neat disinfectant
Once it has permeated the wood there's no way to completely get rid of the odor. Pull up the plywood that is affected and replace with new plywood.
Take up and replace the area of floor soiled.

Paint the plywood sub-floor with a high quality primer (Zinsser is a good brand). You might need 2 coats.
The primer needs to be oil based!
An economical and easy solution is to saturate the area with Nature's Miracle Urine Destroyer. I use this and it works like a charm.
Vinegar and baking soda. Sprinkle soda on area heavily then gently pour vinegar on. It will foam while soaking in. Let set at least 4 hours then rainse clean. Repeat till odor is gone
