Easiest way is to place the file cabinets in such a way as to make them accessible and then cover them with a solid core door.

I did. We put an old door across the top of 4 short file cabinets and it worked perfectly! It did not look bad either. There is no construction needed! It sort of has a shabby/chic look to it. You can make it blend in with decor in the room!
You can buy a long plank of nice wood at whichever depth you prefer at Home Depot for $12 or so - stain it or paint it. I've also used 2 file cabinets and put a piece of scrap granite on it - bought the granite for $30 and had them sand and round the edges.
