3M makes Command strips and hooks that are strong and adhesive-backed. They are specifically for hanging pictures, etc. when nails are not an option. These are found at your local Home store, hardware store and online.

Perhaps this is something you've already considered, but how about the Scott's picture hangers that you pull a tab and they release?
Also, if the owner would let you, add wood molding around the room about a foot from the ceiling. It would be best to be painted a light neutral color or the same color of the wall. Even using a short crown type molding would give you a deeper surface to nail into. I've seen this used in several types of interiors. It also looks nice to cover the wire that may be hanging with a proportionate sized French wired ribbon with a quaint bow at the top. Very simple.....not frilly.
You need a Hilti drill, this drills into cement, but you'll ruin the walls. Try to use the Scotch hangers, I don't know if you can use them on cement. Call Homedepot or Lowe's and ask what you can use. There has to be something that will hold, whatever it is. Also call your local hardware store. EJL.
