Put the things you use the most in front on the easiest shelf to get to and so on. The items that you don't use as much, or duplicates like extra rolls of toilet paper, Kleenex, shampoo and soap towards the back of the shelves. Put bed linens on one shelf and towels and washcloths on one shelf.
First of all purge all the past expiration date products in the cabinet. Cosmetic products have a short life, cause hands are touching bottle mouths the products become contaminated with bacteria, so don't hang on to things past the exp. date.

I would add more shelves to your cabinet, as that one area is wasted space. I also like the plastic shoe boxes at the DollarTree, they are stackable, and you can label the end and group items by type ie. bandaids, manicure/pedicure, etc.
I really like to incorporate the inside of the cabinet or closet door for more storage. I attach cheap strips of magnets inside the door, which holds a lot of my little things like tweezers and scissors; even little dollar store baskets and things meant to organize your kid's locker, can be a great way to contain small things like cotton balls. For bigger items I like to hide from site, I have collections of old suitcases from the 50s/60s that I enjoy seeing, so one sits on it's side near the toilet, discreetly holding about 20 rolls of toilet paper, while it's companion traincase sits high above my toilet tank on a shelf, hiding from plain view the various mixed female items, I use only every few weeks.
If you have a little bit of this soap a little bit of that soap a little bit of shampoo a little bit of conditioner combine them all into a left hand soap dispenser. I do that with all my soaps even dish soap.
