I remove the leaves and some seed pods that have dried/died off, but generally leave the stalks and such for interest during the winter. Birds and small critters can feed that way.

I cut mine and my clients and I leave about an inch.
I only cut down the peonies. I cut them down to about 2 inches once the frost has killed them. I leave the remaining perennials alone for insulation and for winter food.
