Try hairspray, or rubbing alcohol. Usually works. Be sure to test on inside hem first for colorfastness.

Rubbing alcohol worked wonders for me. I used a q-tip to apply. I applied more each time it dried until the mark was barely visible then washed the shirt. Rubbing alcohol is in hair spray, that's why it's commonly recommended. If the ink stain is old rubbing alcohol won't do the job.
