If the old backsplash is tile, it needs to be removed before installing a new backsplash. If the old one is laminate or something thin, you can most likely tile over it. There are spacers that will bring your electrical outlets out when you install the new tile. You can find them at most home centers.
Honestly, I wouldn't. I would remove the tile and repair the wall so I had a nice surface to put the new tiles on.
