Mount on top of a 4x4 to the height of the longest tool
I like the PVC pipe idea, as you can get varying widths to fit what tools you want to put on the lazy susan. You can also very the height with the taller for the tallest tools in the middle and go down in height towards the edges.
Recycled cans or jars?
There are round standing slot holders for paint brushes, that you can find in a craft store like Hobby Lobby. You can glue those on.
